I contacted roblox support and got a vague, almost cookie-cutter, response saying they're aware of the issue and addressing it. It will not show if you have not verified your age.

As of this writing, most Roblox experiences don't support voice chat, so you cannot use this feature when playing them. I had voice chat before but it removed it after I changed my username. It allows users to engage in voice chat within spatial experiences on Roblox.
